common,appengine,longrunning,iampackages are not moved.google-api-pomis a added to modules section to google-cloud-java project temporarily. Subsequent commit will be done to groupgoogle-cloud-pom,google-api-pom,google-cloud-bom,google-cloud-examplesetc as sibling modules of one aggregator pom. Also multiple cleanup PRs will be posted after that (in api-clien-staging, google-cloud-java including docs branches).
