* Resolves issue with Build. Specified pyyaml version that is compatible with google-cloud-dataflow within conda create for python 2. * Resolving original version issue. Should have been 3.13, not 2.13.

Resolves Issue #2128 . The version of pyyaml supplied by default from conda is not compatible with google-cloud-dataflow, specified a compatible version in the conda create command.
