Rewrite of the plugin in Kotlin.
Also, using Gradle to manage dependencies and build.

All in line with JetBrains recommendations.

Finally fixed issue with the debugger thanks to @achievec
Also worked the deprecation of the Notification class, making the plugin compatible with newer versions of IntelliJ.

It is v1.3.0 plus the VM Args field is now expandable.

The project is still alive! I use it in my projects so yeah it won't die anytime soon.
Just rock solid and attends to all my wants and needs already, hence the lack of updates.

Upgraded the jetty-runner dependency to v9.4.14
Merged PR#61 as other people also wanted it.
