Release Version 1.0.0 (#10)

* Renames and reorganises the commec databases to account for low_concern rebrand, as well as preparation for regulated_lists update in the future.

* Update main.yml to recursively find files only

Due to v1.0.0 nested folders for low concern databases, we need a better recursion solution to detect files only.
