Since maven-plugin-report-plugin 3.10.0 (https://issues.apache.org/jira/browse/MPLUGIN-442) the mojo documentation is no longer relying on the intermediate format XDoc but rather uses Doxia Sink API together with the XHTML Sink. That requires changing the approach of using the XDoc with some XSLT to generate the mojo documentation used in

jacoco/org.jacoco.doc/pom.xml

Instead the XSLT needs to be adjusted to work with the XHTML emitted by the maven-site-plugin.
