Instead of using Octokit/plugin-retry.js which is a general-purpose retry plugin, use Octokit/plugin-throttling.js which is purpose-built to implement Github's recommended request throttling.
Use the latest version of Octokit/plugin-throttling.js which incorporates this fix: octokit/plugin-throttling.js#437
