Build fails with blas and perf tests enabled #2775
Description
Build fails on a device if performance benchmarks/tests are enabled.
Errors:
PerfTestUtilities.hpp: The function read_kokkos_crst_matrix() does not exist in the KokkosKernels::Impl namespace.
KokkosBlas2_gemv_perf_test.hpp: blas/KokkosBlas1_dot.hpp : No such file or directory.
KokkosBlas3_gemm_tracked_perf_test.hpp: blas/KokkosBlas3_gemm.hpp : No such file or directory.
