#99651 has moved CRIContainerLogRotation to GA and locks the feature-gate on.

Additionally, the relevant code for feature-gate checks has been removed.

This PR removes the feature-gate.

The deprecated CRIContainerLogRotation feature-gate has been removed, since the CRIContainerLogRotation feature graduated to GA in 1.21 and was unconditionally enabled.
