Create folder fpgalib/scripts to hold scripts such as the DAC bringup and Scan/PrintPhases scripts so these scripts don't get confused with servers in this top level. Move DAC bringup script into this directory. Fixes #269

This is to prepare for moving ScanPhases and PrintPhases over to the servers repo.
