This pull adds configurability to Speed -> Strafe

Additional context
Default settings are for Updated NCP
You can speed it up by changing the jump height to 0.4
For OldNCP you can also change Jump Decay to 0.62
For servers with strict timer checks you can decrease the Strafe Timer
