I think we can also remove the silencer-plugin
and silencer-lib
from project/Base.scala
.

rm
PKCS#1 requires LegacyKeyServerEngineFactory, which shells out top openssl, which in turn requires library/java:openjdk-8-jre as a base Docker image. We'd like to move to library/openjdk:8-jre-alpine. Remove support for PKCS#1, replace LegacyKeyServerEngineFactory with Netty4ServerEngineFactory. Validated with unit tests, example configs, and integration test suite. fixes #1368
