Issue addressed: #3037

Added cloudwatch as a dependency in bootstrap.py, to start whenever lambda is enabled.

Issue: Cloudwatch wouldn't start when invoked by lambda
added cloudwatch as a dependency in bootstrap.py, to start whenever lambda is enabled.
