This is change to support base64 Content-Transfer-Encoding in addition to the existing quoted-printable.
It is implemented similarly to the quoted-printable decoding, just using unescapeFromBase64() from strutil.js.
I've run make bindata too and committed the new assets.go
This all works for me as we start looking at using Mailhog.
