It used to be possible to see the upcoming what's new and API change notes in the doc builds (I think in "devdocs", but also in test doc builds).
Useful to see how your notes render.

Looks like the proximal cause is simply that it was commented out in the merge-up process.
#25235 should fix it, by using a sphinx directive rather than relying on commenting/uncommenting:
