Summary

https://matplotlib.org/stable/users/prev_whats_new/whats_new_3.10.0.html is missing a heading

What's new in Matplotlib 3.10.0 (Dec xx, 2024)

This causes the individial headings to pop up in

https://matplotlib.org/stable/users/release_notes

Proposed fix

  1. Fix the release notes.
  2. Merge up to main - this has also not been done for the 3.10 release.

Just a nudge to say that the lack of the 3.10 tag on main is causing various things to fail for us which are relying on dev versions for nightly wheels, as these jobs are installing 3.10 final rather than dev wheels which still have a 3.10.dev version.
