This makes RadialAxis have a sticky point at zero, which is snapped to if the autoscale limits are nearby. Fixes #9887.

This should get a whats_new or api_changes entry (could be convinced either one in correct).

Ah, it's unfortunate I had not realized this earlier (for test images' sake), but this looks reasonable.
