PR Summary
Bigger picture
The complete section https://matplotlib.org/devdocs/faq/howto_faq.html#how-to-contributing should be removed. The developers' guide is effectively "How-to contribute" and it does not make sense to repeat part of that information on the how to page.
This PR
This PR removes the section "Reporting a bug or submitting a patch", which is completely redundant with Submitting a bug report and Contributing code.
The other sections of "How-to contribute" will be addressed in subsequent separate PRs, because they'll need further changes in the developers guide.
