I'm attempting to reproduce the gazelle issue I'm seeing here bazel-contrib#2670 with a much simpler case. I haven't had much luck adding different py_binary targets ...

They seem to get added fine when they're this simple, I wonder what could be causing the failure.

We couldn't reproduce because bazel-contrib#2619 fixed this, going to prior commits, it was reproducible.
