Adds SetPipelineScheduleEnabledAsync to enable/disable an existing pipeline schedule while preserving its configuration (read-first PATCH). Includes service + interface implementation, UpdateScheduleRequest model, 6 integration tests, skill doc update, eval tool schema entry, and 3 eval scenarios (EVAL-PL-016/017/018).
Adds the new tool to the README pipeline tool list and to docs/pipeline-management.md (overview bullet, dedicated tool section with usage/params/response, and a usage example).
