This mirrors @d-winsor's internal MSVC-PR-522185 "Cleanup old DevDiv targets" which merged into
prod/be. The changes are limited tostl/msbuildso we can easily tolerate this temporary divergence. (I verified that GitHub is currently binary-identical toprod/fe.)
