Bump default plugin create template to v0.4.0#7234

Update the default `nextflow plugin create` template version from v0.3.0 to v0.4.0. The v0.4.0 template targets Nextflow 25.10.0 and nextflow-plugin-gradle 1.0.0-beta.15, and ships a README structured for the Nextflow Plugin Registry (Summary / Get Started / Examples / License).
