Made references to each other for the following two indexing docs

https://docs.scipy.org/doc/numpy-1.15.0/user/basics.indexing.html
https://docs.scipy.org/doc/numpy-1.13.0/reference/arrays.indexing.html

closes #12195

The rendered pages can be seen here and here. While this is a start, it does not tackle the larger issue of what information belongs in which page.

I agree. I could make a new issue for simplifying the docs so I could get suggestions from others also and then work on it on a new PR?
