Update according to my understanding of the status of the alternatives to distutils. @rgommers thoughts?

The need to update this document came from another issue, it would be good to update this part of the documentation for the 1.25 release.

Thanks Matti. What you wrote all looks right to me; I pushed an update with some more changes. Should be good to go, assuming the doc build CI job is happy.
