backport of numpy/numtype#28 and numpy/numtype#78
This ensures correct behavior of the
float64,complex128,str_, andbytes_constructors on pyright. This also fixes thecomplexfloatingscalar types not accepting a second argument, which was causingcomplex(1, 2)to be rejected.
