This updates the protoc compiler and Java runtime to the latest version of 4.28.3.
I'm sending this PR because we are now pulling in multiple incompatible versions of protobuf-java in OpenTripPlanner which is causing our builds to fail.
This means that if you're also looking for a maintainer of the Java portion of this code, I'm available to help.
