Fixes #6271
Purpose
removes PlayHttpContentDecompressor and Upgrades Netty.
This definitly needs a Backport especially the Netty Version raise is important since 4.0.37.Final and 4.0.38.Final were 'broken'.
Also we should consider pulling in playframework/netty-reactive-streams#20 first and upgrading netty-reactive-streams aswell.
