I propose that we create a minor release that:

• Adds Python 3.5 support (Python 3.5, reconfigure Travis #90 test against python 3.5, pandas 0.17 #87).
• Makes the logging calls more efficient (make logging calls more efficient #89).
• Has a minor doc fix (added link to paper. #81).
• Minor notebook fixes (fixed imports and keys #94).
• Refactor clearsky.ineichen (move linke turbidity lookup out of clearsky.ineichen  #95).

I will do this on Thursday or Friday unless I hear objections.

I am open to including @jforbess's tutorial (#88) in the release but would not do so without further discussion.
