bpo-46659: test.support avoids locale.getdefaultlocale() (GH-31167)

skip_if_buggy_ucrt_strfptime() of test.support now uses
locale.getpreferredencoding(False) instead of
locale.getdefaultlocale() to get the Windows code page.
