  • Py_FileSystemDefaultEncoding and Py_FileSystemDefaultEncodeErrors
    default value is now NULL: initfsencoding() set them
    during Python initialization.
  • Document how Python chooses the filesystem encoding and error
    handler.
  • Add an assertion to _PyCoreConfig_Read().
