gh-90868: Add _PyStaticObject_CheckRefcnt() function 
Add _PyStaticObject_CheckRefcnt() function to make
_PyStaticObjects_CheckRefcnt() shorter. Use
_PyObject_ASSERT_FAILED_MSG() to log the object causing the fatal
error.
