This PR programmatically enforces the cli help style guide (from which it removes the advice about links that seemed misguided). This way, the machine will just tell you if your style is wrong.
This PR also corrects one or two places where the style was not being followed.
There are no accompanying tests for this code because this code is tests.
This PR conflicts with on some finer points with #19825, and if that one wins the race then I will have to change some parts of this one significantly (but that's fine).
