An alternative to #25

What I envision is the ability to adopt a more incremental parsing feature so that one can inquire what remains to be parsed and to invoke additional parsers, if needed. This would also make the library more useful as a finer-grained decoding library for those who are just looking to decode specific elements in their own text products that aren't METARS.

rebased and will see what travis now as to say prior to merging
