Removes two notes about Python 2.7
Updates a package install note to direct users to install a Python 3.6 version instead of Python 2.7 - see https://www.freshports.org/graphics/py-pillow/ for reference that there is a Python 3.6 version of the package
Removes a section of the depends README describing files that were removed in Drop support for EOL Python 2.7 #4109
