nit. Is this class intended to be private here? Maybe _Options?

I think if we're going to make GraphPickler
public then Options
should also be public. But they're in a private file (_graph_pickler.py
) so maybe it's implicitly private?

In #151904 we discussed the feasibility of including all ops in the GraphPickler. This PR changes it so we can filter which ops are allowed and which are blocked.
