Fixes #151904

In #151904 we discussed the feasibility of including all ops in the GraphPickler. This PR changes it so we can filter which ops are allowed and which are blocked.

nit. Is this class intended to be private here? Maybe _Options?

I think if we're going to make GraphPickler public then Options should also be public. But they're in a private file (_graph_pickler.py) so maybe it's implicitly private?
