Description
Add a temporary workaround for building pandas on ppc64le by installing an older Meson version meson<1.10 and disabling build isolation. The issue is already fixed upstream (pandas-dev/pandas#63406) but the fix is only available in v3.x.
This workaround can be removed once pandas is upgraded to a version compatible with the v3.x
