Updates sync_prs_to_linear action SHA from 3bbf335 to 235fbe2, picking up the org membership check to avoid syncing private org members to Linear.

Summary by cubic

Bumps resend/public-shared-workflows/.github/actions/sync_prs_to_linear from 3bbf335 to 235fbe2 to include an org membership check. This prevents syncing private org members to Linear.

Requires human review: This change updates a CI/CD workflow action hash to include a new org membership check, but even a small version bump in a shared action can introduce behavior changes that affect production integration with Linear, requiring human verification.
