Rewrite SKILL.md to the operation-manual shape: Routing decision, CLI path (real `runapi` registry actions with --help discovery, --input-file, --async, wait), SDK integration path for app builders, and References. Default one-off generation to the CLI, declare the runapi binary with optional RUNAPI_API_KEY, and use agent-friendly .md model/provider/catalog links.
