This for-now-hidden page will be the foundation for adding token scopes support to the frontend. For now, the page only allows the user to enter the token name, just like before. In the next steps we will add support for crate scopes and endpoint scopes.

The page is accessible for testing by holding down the Alt key while clicking the "New token" button on the tokens list settings page.
