fix(ci): grant per-job permissions to publish reusable workflows

GitHub rejected the workflow with:
  The nested job 'build-and-push-image' is requesting 'packages: write',
  but is only allowed 'packages: none'.

The top-level `permissions: contents: write` on release.yml caps what
called workflows can request. The dockerhub/ghcr/deb publish jobs need
broader scopes (packages, attestations, id-token, contents:write for
GH release uploads). Declare them per-job at each `uses:` call site so
the cap is granted just where needed.
