Here on the 2.12.x branch, scala-xml is still a dependency of scala-compiler. (In 2.13, the dependency was removed.)
The immediate motivation for upgrading the dependency is to ship scala/scala-xml#677, which fixes a stack safety issue, but I suppose we'd take the upgrade here regardless.
