This deserves further investigation ...

Looks like scipy changed from 1.9dev to 1.10dev so maybe the scipy wheels were not updated in a while not 100% sure ... (the version was bumped in Scipy two weeks ago but we picked the 1.10dev wheels only today)

The script creating an issue automatically failed, I created #23615 to fix it.
