Small wording change.
I think "not_used" is confusing here, as the value will actually be used. And we're not using "not_used" anywhere in the codebase.
A possible downside to "depreated" is that it's harder to grep for (but not that hard,
git grep "'deprecated'"yields a bunch of uses in the codebase.Inspired by #14520 where I wanted to point at the docs, but found the docs confusing.
