This removes two scripts from
maint_toolsthat we don't use anymore and for a long time:sort_whats_new.pythis was supposed to help with the changelog before we switched to towncrier. Even at the time it was not really used ...whats_missing.shis supposed to help find PRs without a changelog, we have the towncrier setup nowcc @jeremiedbb 😉
