Fixes part of #9272.
Continues #9133.

As @glemaitre points out, self.func is a python object, and so we need to define the function with gil.
This one compiles with the beta on my machine ;)

I'm getting a segfault in spectral biclustering though ....

Ok so apparently the inheritance is handled differently in 0.24 and 0.25 :-/

Also the segfault is actually in k_means_elkan in the "function exit code" in a __Pyx_XDECREF call.
