Increase the memory limit for Ubuntu-24 server.

Add Docker, Kubernetes, and Chef multi-node support

Implemented Vagrant multi-machine configuration for Alma Linux 9 server operating
system with AMD64 and ARM64 support on VirtualBox and VMware hypervisors. This is
to run multi-node Docker, Kubernetes, and Chef clusters.

Add shell provisioners to handle Chef and Ansible - Review commit
