Switch from poetry to uv

why

Consistency; we're migrating all repos from poetry to uv.

testing

  • just test still passes
  • review of a diff of dist/ contents with poetry build and uv build
  • review of a diff of pip list output before and after
  • actionlint still passes
  • CI passes
