Allow disabling automatic sideloading of third-party plugins. If set, third-party plugins can still be loaded via --plugin-dir=...
- Add `--no-plugin-cache` CLI arg and `no-plugin-cache` session option - Add `disabled` keyword to `Cache` class and disable IO if true - Set `disabled` on `Plugin.cache` initialization - Add and update tests
Make failures easier to understand
