docs: add make options for disabling certain things#6669

and move the acknowledgements / "thank you" section on the index page into a separate file that's conditionally included, depending on the make option / sphinx-build tag

This allows packagers to easily disable certain things in the docs instead of having to apply patches. See the Debian or Fedora packages for example:
I'm adding this also because I'll need to add a JetBrains.com link to the acknowledgements section because they've been providing me with a PyCharm license for a few years now and this year they've asked for them to be listed on the Streamlink website with their logo. This doesn't belong into packaged offline docs.
