The XLIFF 2.0 standard has been finalized: https://www.oasis-open.org/news/pr/oasis-approves-xliff-2-0-localization-interchange-standard

Currently the translation component only supports 1.2. Tools and translation services will start preferring the 2.0 format so it makes sense to support it in XliffFileLoader.
