In 4.0, unquoted scalar value support is removed.

Would have been better to have one PR for all removal in the YAML components. Having too many small PRs adds a lot of overhead.

In fact this needs to be resolved differently. But we already have #22762 taking care of it. Thus we can close here. But thank you anyway @maidmaid.
